Environmental responsibility wasn't a left-right issue in 1987. It was signed by a Republican President and ratified by a voice vote in a Democratic Senate. No problem. Not a partisan issue in 1987.

Sorry bro, but the size and extent of the ozone hole above the Antarctic was not realized until May of 1985. O2 is oxygen gas, brah (at least in the atmosphere -it can be frozen, of couse). Ozone is OO2 ( or O3) a bent molecule, similar to water, but with three oxygen atoms.
