Depends on your standards. If you think method acting-style realism just is the definition of great acting, then he's not very good. But I like many kinds of things, including zany and campy, and therefore Cage. 10. Port of Call, Face/Off, Zandalee, Raising Arizona, Wild at Heart...so 10....
