Those products do not kill 99.99% percent of bacteria. It kills 99.99% of the bacteria that it kills (staph, strep, e. coli, MRSA, salmonella and others)

The 99.99% is also a log reduction, it kills 4 logs of bacteria. If there are 100000 bacterial cells present there would be 10 left.
