The city government is more concerned with getting their cut than they are with students being able to safely and easily get home.

Can you get arrested for that? I can see getting a citation, but getting arrested seems extreme.

You can be arrested for anything against the law, even a seat belt violation. It would take a real dick cop to do that though, not to mention he would probably get in trouble for it from his boss, but it is still legal.

Actually hard to blame the cops here, it's the corrupt city officials fault in this instance.

No, you cannot be arrested for minor traffic citations unless you refuse to comply with signing the ticket or identify yourself...first link on google taught me this
