If you belly flop it only needs to be a few inches. I watched a guy on TV jump off a tower into a "kiddie pool" to set a world record.

Honest answer is probably no more than 5-7 feet deep. The surface area you present in a cannon ball is enough to slow you down rather quickly once you hit the water. like the guy said before, you can do a belly flop off of a 500ft tower into a kiddy pool and be just fricking dandy because of the surface area you project.
Diving is the opposite, because you are trying to present the smallest surface area to the water upon entry as possible.
