Why doesn't the NFL view Lambeau Leaps as planned celebrations?

They should be flagged based upon their league's rules.

I've never seen an NFL celebration that wasn't harmless. Why does Green Bay get an exemption?

It was grandfathered in. It's for the same reason that Boise state gets to paint their field blue and no one else.

It is a celebration that actually allows the fans to participate. There would be a huge blow-back if the NFL tried to mess with it.
