Suggestions for a December international trip

Brother is graduating college in December and will likely aim to start his full time employment in January. As such, we may be looking to tuck a week long trip the week before Christmas falls, maybe even Christmas itself.
What I could use are suggestions on an international location that you think is best experienced in December. Not looking for a margarita on the beach kind of location... rather something more adventurous with maybe a little more history & culture. I say that because we're already committed to a wedding in the DR next summer so not trying to double dip on that type of fun.
Not looking to blow the bank, and don't want to lose a ton of time adjusting to travel when we're working with just a week, so I've been shying away from the SE Asia/Australia/New Zealand ideas to this point. I know they're good options since it is summer in those areas or they are tucked close to the equator.
So are there any other areas in that you think are good experiences in winter? Such that if you can only go once in your life, going in winter would be a good way to do it?

I visited Iceland in January of last year. It was surprisingly warmer there than it was in DC at the time.
If you're into natural beauty, there's nowhere better IMO. The locals were also very good with English, though they like to pull pranks on tourists. It was a blast overall.
We also booked about 4 months out, and the flights were $870 round trip, and it's not a particularly expensive country.

I'd just go to San Francisco and travel around there for the week, but the Spanish Mediterranean wouldn't be bad on the baller side of things.
ETA: I went to Costa Rica between graduating in Dec and starting grad school in Jan, but we had almost a month to travel. I didn't walk in graduation, just left town after my last test. It was glorious. Still though, a week for international travel is tough.

Costa Rican dry season starts in December (usually).
If you can swing it, though, go to New Zealand. But you really need more than a week for that.

Patagonia. I have it on my bucket list. It also gets you a few days in Buenos Aires.

Good call, now that I think about it. It will be summer in the South and the city will be vibrant. I know a guy that spent a few weeks down there -- he trekked over to Montevideo for a weekend and said it was surprisingly cool. Buenos Aires is not that expensive either. Steak, wine, and lodging come cheap.
