two places where i think it's pretty safe:

sea of cortez and off the beach near destin
heard of billfish caught within a mile of both.

To answer the OP I think a swordfish on fly would be about as tough as it gets. They're nowhere near as active on the surface as other billfish, and even electric reels struggle when they dive. You would have to video the entire thing from strike to landing just so anyone would believe you.

I did a little googling and there's one guy in the US who has unofficially done it. He prettymuch put an illuminated jig on a a flyrod and drifted it below a glow light. The swordfish was small and released. I don't know a whole lot about fly fishing but his methods seem like they would rustle the purists. Still very impressive to land one without being spooled.

There is a guy from lafayette who has caught a grander black and a grander atlantic blue. He is currently fishing hawaii for a grander pacific blue. If he lands one, he will be the first person ever to land a grander of 3 species of billfish.

I am currently trying to release one of all 9 species of billfish. 3 left for me, black, spear, and atlantic sail.

Catching a grander is probably a bigger bill fishing accomplishment than anything on your list besides a world record. Some of the less important records like within a certain line class are probably not as impressive as a grander, either.

The kayak thing would be impressive, but more from a kayaking and seamanship standpoint than from a fishing standpoint.

Grander. No doubt.

Next would be the slam of all species.

i'm going with grander. people spend decades and thousands upon thousands of dollars traveling the globe going for one and most never even get one on the line. Once its on the line you got to keep it there.
