can someone explain the knock out round seeding?

If we finish second in the group, matched with Belgium, Russia, S Korea, Algeria group. Which most likely means we play Belgium, who will probably finish atop their group.

Yea, nope. They didn't play great but Belgium is a legit dark horse.

If you had to rank the teams I would go something like this in tiers IMO

Tier 1
Germany

Tier 2
Belgium

Tier 3
Portugal
USA
Ghana
Russia

Tier 4
Korea
Algeria

I would rank the teams like this

Germany
Portugal
Belgium
Ghana
US
Russia
South Korea
Algeria

However, Portugal without Almeida, Coentrao, and Pepe is possibly worse than Belgium.

If we make it into the quarters, we will be playing a team from either the French or Argentine group, which isn't bad at all.

It is the quarters. I'd rather face Argentina than Germany, Brazil, Spain, the Netherlands, Italy, etc.

Is Russia really better than us? From what ive seen of them I would say we are about level overall. The certainly are more skilled than we are but I think our size and athleticism are superior to theirs.

There are groups with letters A-H. They match up groups A-B, C-D, E-F, and G-H in the first knockout round. So if we advance from group G, we'd play a team from group H. Which teams go in which groups in the first place is somewhat arbitrary (they do a draw for it), except the host is always in group A.
