Not really possible to catagorize, since it comes down to personal taste, but IMO Neil Finn is up there.

I dont even know where to start here... there are the obvious choices and then not so obvious...

Hell, in the 90s, I'd put Jay Farrar's body of work up against anyone's... greatest alt country song writer IMO, with probably Ryan Adams and Alejandro Escovedo a close 2nd and 3rd

None other. From the very beginning with Whiskeytown, his work has been gold. He's unstable, deranged and all over the place. But, you have to remember that most of the great ones are.
