I think so.
Career statistics:
19 Years (1986-2005), Starting Pitcher
Record: 211-144
ERA: 3.28
WHIP: 1.22
In his only year of HOF eligibility, Brown was listed on only 12 of 581 ballots.

I would agree. Here is an article arguing he should be in the Hall.

Definitely one of the most underrated. John Smoltz robbed him of a Cy Young in 97

From a Dodgers fan - one of the most overrated.
He got a fat as frick contract for his work with the mercenary Marlins and short stint with the Padres...
...and then flamed out...when they started to test for roids and he was injured all the time.
I think he's one of the roid guys of the late 90's and became prone to the injury bug from overuse.

First thing I thought was that the Dodgers didn't underestimate him

Pedro Martinez won the NL CY in 97. Neither Smoltz nor Brown were in the top 5 voting.

He played for the Rangers and was the only pitcher worth a damn. Saw him play when I was younger.

trading him was a terrible move by Texas, of course they always (until now) favored bats over arms.

Pretty much my impression as well

He was underrated earlier in his career: Rangers, Padres. He sucked tremendously with the Dodgers and Yankees. That was a horrible contract with LA. 100 million I believe. And he was a heavy user, look at pics of him with the Dodgers and you can see the biceps bulging from his uniform. Probably why his HOF numbers are so low

He slaughtered the Astros in the '98 Division Series along with fricking Sterling Hitchcock.

I am talking more about national recognition. Nobody thinks of Kevin Brown when they think of very good pitchers of the 90s (due to the Braves trio, Pedro, etc).

Two things hurt his legacy:
ONE. He was a mercenary. Hey, go for the money. It's your life. But the trade off is, no one will love you. There's not a single fanbase arguing his case. You treat the game like a business, the fans will treat you like a businessman.
TWO. He was an incredible f'n jackass. This isn't about the money, this is just about treating everyone like dirt. If you don't make any friends, you won't have any friends.
You need people arguing your case to get in the Hall. Brown has no one willing to do that. It's his bed, he has to lie in it. Next to those huge piles of money.
