beretta 3901 wont re-rack shells completely

I bought an almost-brand-new beretta 3901 earlier this year. It regularly (50% of the time) will not cycle the shells properly; when I load up and rack the first shell, it fires (every time) and puts a new shell into the chamber, but apparently does not rack completely and the second shell will not fire. If I manually re-rack the same shell again (just pull the bolt back and let it slam shut) it will fire every time. What's wrong with my gun? Is the spring too stiff? not stiff enough? Just needs to be shot more? I have put 6-7 boxes through it so far. Any help is much appreciated.
ETA: when it fires and racks the second shell, it LOOKS like it's completely racked. no gaps in the action, bolt in the full, forward position.

Does it have the rotating head at the front of the action?

not 100% sure but i don't think so. what exactly would that look like. the action only has a button (to rack when the bolt is locked-back) and the bolt handle itself. ejection port is on the bottom.

Whoever told you to buy that pos gun must have been playing a sick joke on you. What an a-hole. How much did you pay for it? Ill do you a favor and take it off your hands for $300.

I ha an 870 that did this with low brass (WWB oR Rem. green/orange box). For some reason the extractor wouldn't grab LB shells well at the bottom, so it fed cock-eyed. I found this out on the first quail hunt I took it on. I essentially had a 20 gauge single shot. I sent it back twice to get it fixed, with a detailed explanation both times. I got rid of it quickly after it came back the 2nd time, still a single shot.

Is the gun clean? Low brass can cause this as well.

the only time my 390 jams is when it is dirty AND I'm using low brass. Take the gun completely apart and clean it. And buy some high brass shells...

I'll take it apart to make sure but im pretty confident its clean. Problems happened same whether shooting high brass 3" shells, high brass 2-3/4" or low brass target loads.

Yes, clean the gun. Spray theparts withgun blaster dry them off then relube slightly with a quality oil like Tetra or rem oil not WD40. (They come with a real sticky protectant lube). Also make sure the gas sytem valve and spring are assembled correctly. The gas system has only three parts but can be installed incorrectly. Take it to a gun smith and have him check or check the manual. If you shoot only low brass light loss you can have the gas port on the barrel reemed slightly but it should function every single time regardless of ammo.
