By "not uptight" I assume you mean catering to a broke, poorly dressed clientele looking for draft beer and shot specials?

I'm going with Radio Bar. Don't know if it's the best, but it's my favorite. Under 21 limits your selection severely.

In that case, you'd be hard pressed to find someone who does give a shite about that
ETA: Brew may know something I don't. I haven't had to worry about being or catering to someone under 21 in a while. I do enjoy Radio Bar. If you don't mind a slightly hipster crowd, give it a shot. Nice outdoor area.

Yeah but it's solid. Also consider barhopping under the overpass starting at Chelseas. Like 5 different bars within walking distance from there.
