That has more to do with them not willing to put grass down for the game.

Actually Seattle was willing to put a temporary grass surface down, and has done so in the past for friendlies. However, Portland did state they would not lay a temporary surface down.
But you are right, I think the artificial turf issue did come into play in the final decision process.
