Most Underrated 'Occasional' Character

Who are some of the most underrated occasional characters; characters that were not in every episode but had an impact when they were on? I was thinking more of the sitcom variety.

One that's I've come to appreciate is Inspector Frank Luger from Barney Miller.

When he comes on, he usually offends someone or offers advice on a situation he knows nothing of.

Gene Parmesean, is the best from that series.

I'd go with Gul Dukat from Star Trek, Deep Space Nine.

Todd packer isn't underrated. In fact I think he is a bit overrated.
