Maybe I'm looking at this wrong, but other movables such as cars are taxed on each sale. New or used. I don't see why boats would be exempt?

Nope. If you bought the boat at an instate dealer the dealer collected the taxes. Out of state you paid the sales tax in that state and if there was a difference you made it up at registration in state.
Private boat sales did not have a sales tax. You only paid sales tax on the trailer and rightfully so.
You have to pay sales tax on girl scout cookies now so non of this is really surprising.

Private boat sales did not have a sales tax or people were simply not reporting/collecting?
If I buy a used vehicle in LA private party, I'm paying sales tax at the DMV when I register said vehicle. Don't really see why a similar movable would be exempt.

Sales tax was not collected on transfers of boats. You only paid for registration.

I suppose you have a point, but you drive a car on the road so they are subject to sales tax. A boat hull is a little different. You don't collect sales tax when you sell your outboard, or fishing rod, or your sisters panties. So why collect it on a hull?
It's a moot point now anyway. People are just going to donate their boats to the buyer or scribble down a fraction of the actual sales price.

When you sell a vehicle in LA private party, the taxable value of the vehicle is determined by the DMV, not the sales price. Donations of vehicles can only be done with family or to charity.

Private sales did not have a tax. If there was, LDWF wouldn't have issued registration without proof of taxes paid. Now there is a tax and you have to show proof that you paid it when you register the boat. I'm sure prices on paper for boats are going to be similar to prices on paper for trailers. Far lower than the money actually exchanged.

Value of trailers is determined by notarized bill of sale at dmv. Which in most cases is $50-100, regardless of the actual value of the trailer. There is no real standard for used boat values.

The state doesn't use tax dollars to maintain the waterways. They also don't use tax dollars to police them. LDWF is self funded by license sales and boat registrations.
