And that's a better gun than the Oracle.

If I were you I would go buy a $55 Anderson lower. Don't buy polymer at all. The anderson lower will do everything you need it to do.

I think the upper is easier to build than the lower. I've done two uppers and 3 lowers. Only specialty tool you need is a torque wrench and a barrel wrench

Broke had good advice. Just don't get a plastic lower. Most aluminum milspec lowers are all made in the same few factories and are just stamped with different logos and company names. Andersons are priced reasonably and will serve your purpose well. That and your parts kit will be all you need.

ETA: You won't save any money piecing everything out instead of buying the total parts kit (minus receiver), and it will get more confusing for you with little to no gain.

Regarding the Anderson Lower Receiver, is this the correct one?

No experience with them myself but a lot of guys over at M4Carbine.net have had good luck with the TN Arms Co polymer lowers. They are metal reinforced in all of the right areas. I went the 80% route so have no personal experience with them. But I'm not going to instantly discount them because they are polymer.

That's the one. I've seen them around for as low as $40, so look around. The parts kit can be shipped to your door. You will have to get the receiver shipped to an FFL dealer for a small fee (about $15). Here is a link to find a FFL dealer close to you. LINK

If you have a drill press and a router and the right drill bits already...

I bought 3 80% lowers from Tactical Machining for $29 each.

80% arms easy jig and end mill for $185.

Machined one lower and posted a review online and got a free 80% Billet lower.

Machined the billet and a 2nd TM80% for a total of 3 completed lower.

Sold the extra 80% for $33 after fees and shipping.
Sold my jig and end mill for $130.

Turned out to be about $39-40 per lower and about 2.5 hours of elbow grease per lower when it was all said and done.

Doesn't sound very cost efficient at all; not to mention the cost to have it anodized. The dude is just looking for a simple and easy way to acquire an AR without spending a lot of money. I think a $60 lower that is 100% complete with hard coat anodizing would suffice, but I guess it's for him to decide. The only reasons I see buying an 80% lower and tools are:

1. You plan on buying these in bulk and producing for profit, which is illegal.
2. You just plain enjoy machining 20% of one part of the rifle.
3. You're a felon and not allowed to buy a finished receiver legally.

Agreed, that's not the route I'm looking to go.

Side question:

What's the difference between a lower parts kit and a lower build kit? From what I can tell, a lower build kit consists of a lower parts kit and a stock kit. Is that correct?

In other words, if I bought a lower parts kit...the only thing I would be missing would be a stock kit?

Yes, that's correct, but you would have to buy the upper assembly also including a bolt carrier, bolt, charging handle. If you buy the complete kit, like the one you were looking at earlier, it will include all of this stuff leaving only the Anderson lower receiver left for you to acquire.

To break it down:

Complete Parts Kit and Lower Receiver

or

Lower Assembly Kit w/Stock
Upper Assembly
Bolt Carrier Group (sometimes included in upper assembly)
Charging Handle
Lower Receiver
