Good thing I didn't go offshore - Engine problems

So I thought something might have been up when I went tubing over memorial day but chalked it up as having 8 people on the boat when I couldn't get it to go above 27 mph.
Today went out of the marina and it wouldn't go above 29 mph and then it steadily dropped along w/ the RPMS.
Boat basically wouldn't go above 3500 rpms all day and would go between 8 and 17 mph depending upon how it felt at that moment. (boat maxes out at 40-42 mph usually)
I checked the fuel filter and there was some sediment so I emptied that out but that didn't fix the problem.
Bulb and external hose are only a month old. Pumped the bulb and no increase in speed/rpms.
Engine starts up every time on 1st try.
Any ideas?

If two cycle, change the plugs and check the wires.

Have you been filling it with ethanol in the gas? If so that's the problem. Change out your whole fuel system.

Nope. Haven't put a drop of ethanol in there. (unless the gas stations lied)

Only time I had that problem it was a power pack.

not knowing the hours is huge- Could be a power pack, could be mechanical -

See if you have fire. Sounds like it's not running on all cylinders.

I have a 04 Suzuki 140. I had a similar issue last year, the boat would only run about 3000rpm. It ended up being a clogged screen in the fuel injector.

Is this different than the fuel filter? How hard is it to get to? Did you do it yourself or take it somewhere?

Here's a diagram of the fuel injection system on the DF140. Should be easy to locate on the engine. 2 fuel rails, 1 on each side of the engine. 2 fuel injectors on each rail.
