Conceal Carry w/o a permit Bill filed today!

A Baton Rouge lawmaker has filed a bill for the regular session that seeks to change the state constitution to allow Louisiana residents to possess a concealed handgun without needing a permit.
Republican State Representative Barry Ivey says that this law would apply only to non-felon residents.
“It eliminates the crime of illegal concealed carry without a permit, but only for people who are law-abiding citizens, number one. Number two, are not otherwise prohibited from of a firearm,” Ivey said.
Current Louisiana law allows residents 21 and over to carry a non-concealed handgun without a permit. A concealed carry permit requires completion of a safety course and payment of a $125 fee for a 5 year permit. Ivey attempted to pass a similar bill to stop requiring a permit in 2014 but was unsuccessful. He says this time he has a much better chance.
“There is a more coordinated effort this time around that there was two years ago,” Ivey said.
Ivey’s proposed constitutional amendment would need two-thirds approval in the House and Senate and a majority vote from the public. Ivey has been collecting signatures for a petition on this issue for the past two years. He says public support will have a huge impact on passing the bill and encourages voters to contact their legislatures.
“I believe that the biggest factor that will help with this effort would be the engagement of the people of Louisiana,” Ivey said.

Would the governor have to sign it or could he veto it?

It would be a constitutional amendment. So it needs to pass House and Senate then would go to a public vote.

Who would we contact? Senate and House representatives for our area? Would we contact our districts congressman also?

Wasn't there a case that was brought up a couple years ago that said, due to new LA gun legislation, felons are entitled to possess firearms?

Yes. This is strictly a State level initiative.

As in your Parish's Council Representative? No
Edit to add: The link you and I both posted will also give you the contact info for your Federal Reps (ie your D. C. Congressman and Representative). It is not necessary to contact them.

Probably so. Like I've said before, the reciprocity aspect is totally worth having to get the permit.

Not really. People who will conceal a firearm that shouldn't will do it regardless of the law. This does nothing but free up regular people to carry without jumping through hoops.

Probably not. I wouldn't even if I could though. If you ever travel to other states, you will want that permit.

but doing a 1 day class and shooting a few mags is that much of a difference? Many CC instructors won't like this but oh well. Criminals will conceal carry a firearm anyway. So all you are doing with the law is stop law abiding citizens.
