Looks to be a 39' Sea Vee and my guess would be auto pilot and not paying attention. With the open array radar on the t-top and assumption of top of the line electronics in a rig like that there are really no excuses for this to happen. The operator must have been sleeping or drunk off his arse although the report mentions alcohol not being a factor...
