Any way to soundproof a room?

My girlfriend got an apartment in downtown Hammond, and last night was my first night staying here. Granted, it was the Thursday after SELU finals, but it felt like the bar was inside her room. It's an old apartment with old non insulated windows and brick walls. Short from changing windows, moving out, etc., are there any ways to at least drop the sound from a 10 to a 5?

They sell soundproof paneling. I dont think its cgeap though. Just wear noise cancelling headphones all the time.

Use duct board. You can put fabric on the fiberglass side then hang it on the wall like a picture. I used to work in a recording studio and have set up a few home studios and that's what I used.

Double wall it so the walls don't touch. Insulation too.

If you don't plan on opening the windows you can put this Duck Brand Outdoor Storm Window Kit on the outside (if possible)

This - more than likely. A friend's dad built a "dead" room back in the 80s. They completely wrapped it in lead sheet before putting in the wall paneling and ceiling tiles.

I just went and bought 5 packs of 3/4" foam insulation. At $9 a pack, it's worth a shot. Going to make 4 panels at a couple of inches thick. Tack it to the windows at night and see if it helps any. I just realized there's' a 1" gap where the window and frame do t meet up. That could have been the entire problem. Going to close that up and see.
