Can civilians buy them?

There are only a handful of them that are transferable, so theoretically you can if you have enough money. Only other way is to set up an FFL/SOT and get a law letter to buy a post sample.

No, I don't even think they made a lot anyway. A better option would be a Saiga 12 or a vepr 12 that's pimped out.

Civilians that don't have an FFL (or whatever the nomenclature is) to buy a fully automatic weapon it would have to be made and in the US prior to the 1986 ban.
