The gunmen were in the theater for around 12 minutes or so. The response time for the special unit was twenty.
There's minimal police presence on the street.

If you believe Vladimir Solovyov (along with Margarita Simonyan they are the biggest talking heads on Russian State TV) all the other concerts and large gatherings had significant police/military presence whereas this concert had only three private security guards for the entire venue. There was video released where people got to exits and the doors were locked.

Right, so instead they should just clean up the mess and hope it doesn't happen again? Maybe they can send pallets of cash to the terrorists to buy them off while they're at it.
There was nothing wrong with torture on display. The only thing is it shouldn't stop there, that should just be the warm up.
