Renting the chairs does not guarantee unobstructed water views. smoking and drinking on the beach are one of the things I think that make the gulf great. If you want your beach time regulated feel free to vacation on the pacific or in Hawaii where your cooler and cigarettes will be confiscated and unobstructed beach views are limited to those with their feet in the water. Or rent a house so you have deeded beach access....either way if you are vacationing like a commoner don't bitch when other commoners enjoy their vacation as well.
Edit-I don't smoke, I am pregnant and I have a child and I would not have asked them to move. I would have waddled my fat arse down the beach if the smoke was that bothersome.

If this happens to you in Hawaii you're doing it wrong. Get out of Waikiki. Plenty of empty beaches, even on Oahu.
