The better question is why not? If you are a fanatic, you likely are looking at every possible means to infiltrate a hated enemy. Just because one method seems less likely due to security filtering, doesn't mean it's not a possibility. And U.S. officials have already admitted that there is no background data available for most of these people. Probably the best they can do is interview them in their native language and hope they can pick up on nervous inconsistencies in their stories.

I imagine they would try all available avenues, which would include coming as a refugee if thar becomes one.

This route also allows the less organized, less connected, and less financially able person to fight for their cause.

Just for shits and giggles I'll play along. Why would such an organization limit themselves to just one or two opportunities? It's war. Use everything at your disposal.

i'm pretty sure that between our intelligence agencies, vetting process, etc. that we are going to let the refugees in.. and then use any embedded terorrists to our advantage
