No, AI wouldn't be able to solve it. It's either nonsense or too cryptic for a computer to solve.
Just think, the symbols could mean to rotate or shift rows like a Rubik's cube. Without a good idea of which way to proceed the computer would be left to trying to brute force the code.
I did some research on encryption awhile back and 128 bit is considered secure because even with all of the computers in existence working on one 128-bit encryption key it would still take several centuries to crack IIRC.
The reason is that the computer doesn't know if any of the bits is correct until all of them are correct.
And that's just with 128 spots that can only be either 1 or 0. The zodiac code has 340 characters made up of a very large "alphabet". It's astronomically more complex than 128-bit encryption.
