Just a style, Caeser's are more popular among blacks, in fact more than half the people you posted have that hair style.

A dark moustache on Caucasian skin often looks silly. On darker skin, there is less contrast, so a moustache on a black man is always more subtle, making fewer of them look stupid with moustaches.

Razor bumps. Most of the time you can get a shaving waiver in the military without even a second glance if you're black.
I was clean shaven while I was in the Corps at A&M but the problem gradually worsened after college. Prefer my look now, anyways--I was cursed with a babyface, so the facial hair helps a ton
