Why can't Louisiana just get its sh** together?

I'm in the midst of a job search to try and relocate home from DC after 5 years away. Problem is there is no business infrastructure to support working professionals. Lets break down the jobs available in Louisiana:
1. Engineer
2. Injury Lawyer
3. Payroll Clerk
4. Small bait shop salesman.
5. State government
You have got to be kidding. The woman and I both have Masters degrees now and solid work experience, but there's nothing here.
The schools are so bad, you have to selectively place your child in a perfect school district that's overcrowded or compete for placement in handful of the decent schools in private school...while dropping 8K a year.
The average home price in Baton Rouge significantly out paces the average salary with rent prices comparable to a city twice its size. Recently I googled for the heck of it. You can get a one bedroom in DC that's decent quality for $1700-$2,000. In Baton Rouge, there are places that think they can get $1,300.00. Has Baton Rouge lost its mind? LOL
State government can't manage to procure any services it needs at competitive prices, vendors rape the taxpayers, while the elected officials stroke their balls. I'm convinced government can't be fixed in this state because there is no talent to fix it. The cream rises, leaves and the only people left are local hillbillies to play king of the castle.
The people are poor because they're illiterate and raised to be good ole baws. There's no vision of a future beyond tomorrow and dreams stop at 18. The average Louisiana high school graduate has no plan or purpose beyond Senior year. The amount graduating from a Top 200 school is relatively few. A top 50 school is a fraction of a percent.
The legal system encourages suit churning and liability law suits. Your insurance is the highest because of your ability to not see the need for Tort Reform and how badly maintained your roads are. The lack of insurance and the limited liability thresholds make default and recovery nearly impossible, with LA having one of the highest uninsured rates per capita.
Fixing a fricking road requires an act of Congress and Master Urban Planning is made up of Jethro and the Boys discussing where a good mud hole could be.
That food sure is good doe baw and that Tiger football, but you've failed to curb a drunk driving epidemic that's so ingrained in culture they practically celebrate it once a year with St. Patricks Day...may god pray they all make it home safe.
Urban Sprawl consists of white folks not wanting to live by black folks and vice versa. When really it's just the ignorant fleeing from the ignorant.
The only thing more common in Louisiana than bad high education is churches. There is literally a church every two miles, but these churches provide little out reach for the community. The best outreach I ever (outside Catholic charities) consisted of Healing Place handing out cokes to people, like it would inspire them to come waste their time in their 3 hour community coffee tour they call church.
This fricking state sucks and needs to get it the frick together. The people need to stop saying "Well its home!". It's a cesspool made up of underachievers, the leeches who take advantage of the former and a bunch of criminals.
I've got more to say but that's enough for this morning.

Once the wife and I have a couple of chilluns we were considering a move back to BR just to have family help with the kids.
Housing is cheaper than Nashville so we could get a pretty good place in Southdowns or something using the equity from our place in Nashville.
But you're very right about the job market and schools. Its unreal. Those two things will, if anything, be what keeps us in Nashville.

I'm trying to find the original article, but as of a few months ago New Orleans and Baton Rouge were 1 and 2 as far as prospective job outlook. In the entire country. Lower your expectations, or prepare to be disappointed.

I recently moved back from DC, have a great job (not one of the disciplines you listed), make good money, live in a great/safe area, kids go to great schools.
