I've seen way too many mention WV and AL in this thread, obviously they're not being objective. Bama has beautiful beaches and WV has awesome topography, it's a beautiful state. Arkansas and NM were mentioned too, people really need to get out and see what's out there, both of these states have have some awesome scenery and have beautiful areas within.

West Virginia is the worst state, followed by Mississippi. Louisiana is the third worst, Arkansas is the fourth.

Mississippi at least has the Gulf Coast which is okay, albeit a small percentage of the overall state area.
You can't really say that places like Iowa, Kansas and Oklahoma have anything like that. There's a reason the Native Americans were sent there... Other good options are Illinois outside Chicago and Indiana.
