The only answer here is Mississippi. Like Louisiana they rank at/near the bottom of about every quality of life list there is, including overall health, education, obesity rates, and crime. But unlike Louisiana, they have no main draw or attraction. There is no New Orleans or cultural heritage. No one ever says, "I'm headed to Mississippi for vacation."
