in terms of pain, the toe stub is much worse.
I'll go on record as saying that biting the side of my mouth is worse than biting my tongue. A couple of times a year, I'll inadvertently bite the side of my mouth while eating and that sumbitch swells a little bit which exponentially increases the chances that I will bite the same spot again due to it protruding from the side of my cheek. After that first bite I'll probably end up biting it another 5 times.

What a great question. 
Tongue bites tend to linger longer in my experience, so I'm going with that. I did, however, crack my big toe nail and lost the outer half on the worst toe stub of all time though, and that was infinitely worse than any tongue bite I've ever had.

I would add in the "bite the inside of your cheek so it swells up so that you can't chew on that side of your mouth because you would keep on biting it again" as worse than either two.

Viable entry. One of my least favorite things in the world is the inside foot cramp. I've had that foot muscle lock up and it basically takes you to the ground and then takes several minutes of no moving and gentle massage to get it to release. I'd take a toe stub and a tongue bite over an inside foot cramp all day.

Tongue. With the toe, you at least have about a half second or more to prepare for the pain.

Toe. A tongue bite hurts initially but goes away really quickly. Stubbing your toe can have a lingering effect for days.

Stubbed toe by far. I can't remember a time where I've bitten my tongue and thought twice about it.

Toe stub is usually at home where you only lose your shite in private or with loved ones.
Tongue bite can happen at a business lunch. Slapping a table randomly or silently screaming into your napkin is not a good look with co workers.

I managed to catch my pinky toe on the bathroom door the other day and it brought me to my knees. That shite hurt so bad.
