What does "chicken nugget" mean?

As in "you (are) chicken nugget".

Looked on Urban Dictionary, that isn't this term.

never heard people calling people that.

Sounds like it could be affectionate, like something you'd call your son, daughter, etc. before you grab them and tickle them. Or a non-cussword dig a friend might say to another instead of calling them a goober, dufus, or similar.

But then again, I could see meaning balls (like getting kicked in the nuggets) or a more insulting reference to undersized body parts for men or women.

It's got a lot of potential... just haven't heard it used. What context did you hear it in?
