As sharp as you're gonna be, if you get there early enough, you can knock one down, get some hors d'oeuvres, and go for Round 2.

Slacks, button up and a jacket, no tie.

You people actually wear suits without ties?

yea 2016. Cocktail attire is different depending on the event. some times a tie is a must, but at a more casual party a suit with no tie can look good.

From the pics on my newsfeed, it apparently means dressy dresses for the women, jeans and untucked shirts for the baws.
If his date is dressed up, a gentleman should wear a coat and tie.

I agree with this and it also depends on the suit, IMO.
I am assuming since he got an invitation, his is on the more formal side.

The thing the "no tie" people are missing is that you can always take a tie off if you're wearing one and you realize it's not needed. But if you don't take a tie, you can't magic one onto your neck.
Whenever in doubt, wear a tie.

I would think the host would specify a more casual dress on the invitation if it's a more casual party

well to be honest, women generally create these events, and the mood and setting, a lot of times, do not match the dress code they want.
im not going to bother wearing a tie to your house party where you serve well drinks, have a stinky mutt running around, or invite your hillbilly cousin that is going to show up in a Tshirt and crocs.
