What country is considered the most "Peace-loving", lowest crime, place to live?

I am guessing the people of Nepal. For everything I've seen and read, the people of Nepal seem to be the friendliest in the world.

Finland, Denmark, Couple other places in NW Europe or Scandinavia.

Nepal may have beautiful people, but any third world country will have areas where the rule of law is sketchy or nonexistent, and predators who will take advantage of it. Sometimes those predators are wearing uniforms. This could also happen in the developed world, but it's not as likely.

If you had to pin me down to an off the beaten track location, I would say Bhutan.
