1. Prevent the Fall of Rome by helping them create a more stable system of power/succession
2. Stop 9/11
3. Ban slavery in the colonies
4. Stop the 18th amendment which built organized crime syndicates that would later move into drugs

I don't think it's governors filling a vacancy that the wants to do away with. It's popular election of senators. He wants all senators appointed by the state legislatures and governors.

The repeal of the 17th amendment would be to restore the appointment of senators by state legislators rather than by popular vote. Aka the way the founders intended it.

Create a system of governance that eliminated the infighting that eventually weakened Rome to the point that it would later fall
Why? I believe that if Rome had continued to exist, Western Civilization would not have experienced 1000 years of static development.
No World Wars as all of Europe would be one nation. No Terrorism because Rome would still control the Med
Rome was the most advanced western civilization of it's time. Imagine how things would have progressed had their republican ideals been allowed to trump the patriarchical ascendency of inbred despots that eventually lead to the empire's ruin.
If you're looking for one particular moment in Rome's history to stop, I'd say stopping the crowning of Diocletian

We would have so big if an economic surplus it would be ridiculous if #2 on your list happened, the government would likely send us yearly dividend checks instead of us having income taxes.
