Women like guys who make them laugh. You could do something really funny like storm into a crowded movie theatre with a leaf blower and rev it a few times. Instant legend status.

OP: College is by far the easiest time to meet people. Get out of your apartment. Get away from your norm. Learn to be comfortable hanging out in places that you normally wouldn't spend a ton of time like the Student Union. Go to Fall Fest and don't go home till you've joined at least one club. Seriously, a group like Homecoming Committee takes people from diverse backgrounds like tech, design, or music and throws them together with girls that are into fashion, pageants, music, sororities etc. It's a very easy way to spend a lot of time working with new people towards a common goal.

You need to hang out at places where people you want to meet hang out.
Down to earth, level-headed girls/people don't go to happy hour everyday.
