I'm cut. And I usually chime into these threads to defend the practice and the venom of the uncut, but this is cruel. That boy is too old. That shite hurts at that age and he can remember. And walk. And talk. He can't understand why he "needed" the surgery or why he hurts or why if he gets a stiffy it will be excruciating until healed.

Whoever is pushing for this can frick off. They were stupid or lazy. The time for that procedure is at birth, if there is a GU problem it can help, or if he is old enough to want one. Too damned late. Leave that boys weiner alone, and read up on how to be a man and take care of an uncut one.
