Looks like he was only charged with a misdemeanor and they probably didn't do a background check to see that he had a previous charge of trying to rob a business.

Drag them to their respective neighborhoods in tanks of you have to. Get on a bullhorn. Tell people to step out of their homes. Get the killers on their knees in the middle of the streets. Tell everyone what they did, set the sack of shite on fire and tell everyone that's what is going to happen to you if you go down the same path.

He lived in, and was arrested in a good neighborhood. Zillow lists the house he lives in as being worth $286,000. Not exactly the breeding grounds for most of the 12% that commit 50-something percent of the violent crimes.
