As you eluded to in the rest of your post, the problem is that TOPS shouldn't be the first thing on the chopping block, regardless of how bloated it has become. There are more significant issues that deserve consideration, but TOPS definitely needs an overhaul.

Meauxjeaux2 that is part of what I don't get. And the fact that other options aren't being given a chance like tightening up requirements or closing schools that really should be.

To be fair, that discussion isn't taken seriously until you pull ALL of TOPS off of the table like they've done.

Now people are willing to deal. I've heard more people talk about LA's budget crisis in the last 24 hours than I heard in the previous 8 years combined.

This was a political move, but it works.

Well since food stamp benefits are 100% federally funded, cutting them won't save the state any money.

You do realize he voted on the budget in years leading up to this right?

Lol

And correct me if I'm wrong, but didn't he just say they were suspending TOPS payments. I don't think he said they were stopping the program.

Taxpayers using taxpayer money...what is the problem? Is that not what taxes are supposed to do?

TOPS should be given strictly based on ACT scores. GPAs are way too scattered across the board. Below a 24, you shouldn't get anything. I think right now the minimum is 20 or something ridiculous.

HOWEVER, this should be phased in. What JBE is doing right now is grandstanding and it will backfire into his face.

If so, that is so damn ridiculous. Imagine how much money the state would save if the requirements were a 25 on the ACT and a 3.0 GPA, or am I wrong???

that's offering solutions

politicians are not in that business

that's fine but i was talking about the perception of those people lined up at Oneal Lane seafood buying bags of hot crawfish like they do every year.
Just doesn't look right.

TOPS should be

a lot of things.

The requirements are absurdly low for starters. It also should be something recipients would pay back to the state if they do not graduate in a certain time frame. I know that is incredibly unrealistic, but I know many, many people who got TOPS, lost it, and dropped out.

I'd also like to see some sort of residency requirement implemented after graduation but that may be too much.

It may not look right but what would you do differently to save the state money?

Complaining about people on food stamps buying seafood doesn't really solve anything and it's low hanging fruit. Easy to pick at.

there's way too much fat in the government spending. I'm not going to take advantage of a bloated program on one hand and scream about other bloated programs on the other hand.
It's called not being a hypocrite.

I disagree. I had a very meh ACT score but 3.9 GPA. My poor family was not going to pay for any prep course. I also finished my engineering degree with 3.5 which is not bad IMO. I've seen many students with higher ACT scores that simply do not flourish in college. I came from a poor family and wanted to make some $$$$ so I had no other choice.

My only hope with the TOPS ordeal is that people begin to understand what is a right and what is a luxury. Same thing that happened in housing has happened in higher education.

Not everyone should own a home.
Not everyone should go to college, especially on the state's dime.

Rent. Be a plumber or an electrician or a home builder. There are ways to get by in this world without everything being given to you

My family is poor. I am now a professional engineer and make a good living. I own a home. I guess I should known my place and just been a janitor though. Thanks.

You shouldn't need a prep course to make a 24...

Congrats on doing something with the opportunity given to you, though
