There are. Not many, but they are there.
Sweden isn't quite as homogenous as it used to be, but you still stand out if you don't have colored eyes.

Sweden is similar to every other place in that most are average looking, but you'll see a gorgeous blonde at least every other block. I lean towards brunettes but those women are gamechangers, plus there are no hot brunettes in Sweden.
