Taylor Hall expansion, renovation at LSU behind schedule due to contract dispute

So reading between the lines: it sounds to me like this was one of those CM At-Risk projects where they got a group of contractors to place a Guaranteed Maximum Price based on an incomplete scope and chose the lowest bidder? And when the scope got better defined, it turns out the lowest bidder didn't have an appropriate contingency?
Anybody have any additional insight?

Why people cling to the name CEBA is beyond me. People would rather celebrate a generic name for a building than praise Patrick Taylor, one of the most badass oil men ever.

Sounds like a typical state construction job. Over budget, behind schedule and trying to reneg on the contract and price they agreed to. In this case, before they've even started.

Well, I guess what I'm wondering is how complete were the construction documents that they bid on. It doesn't sound like they were even close to 100% complete.

I feel bad for all of the students who were relocated to crappier buildings this semester to make room for this. If I were taking a portion of my senior classes in Lockett that would have been in CEBA, I would not be a happy camper right now.

Sounds like a typical MAPP job. Lemoine is easily the superior contractor.

He owned Taylor Energy and created TOPS. He started out working for John Mecom who was the original owner of the Saints and gave it to his kid.

Troy Middleton deserves more honor on campus than that abomination.
Taylor is an LSU engineering alum who founded Taylor Energy and passed away a few years ago. At the time he was the wealthiest LA resident. His widow gave $15M to the renovation of the bldg with his name on it. He also championed the TOPS program.
