OP failed anatomy and was probably inappropriately touched as a child. This person has triggered him. I would sue, personally.

He probably does it to everyone in case he gets used for sexual harassment.

He can just have the guys testify that he touches them as well.

Yeah that's a power move. Next time you see him walk up from behind him wrap your arm around him and lightly tap the lower side of his back (enough to invoke a little bit of pain)and ask him how he's doing.

He so creepy and so badly wants to touch up on women that he rubs his hands all over men in case some of the women take offense to his rubbing his hands on them?

I think it's more likely that he likes touching men.
