Mainly because you have some students from bad families that absolutely have no desire to be at school. You can do every intervention, have every conversation, and the student will still fail.
I am a big believer in by 9th grade placing students based on test scores in either a college type curriculum or one for a blue collar job

Fair enough. In the real world when you can’t do your job you’re held accountable. I guess teachers get a pass for whatever reason.
If I was a sales manager and my salesman couldn’t close any deals or sell my product, they would be fired and eventually so would I.

Repeal "No Child Left Behind"
Bring back corporal punishment
outlaw public employee unions
return local control to school districts
That's basically what it will take. The entitled do not value education because education produces no value for the entitled. You can lead a horse to water, but you cannot make it drink. As long as people have the option to support themselves and a family; have healthcare, a comfortable home, food on the table, etc without working, there will be no motivation to do so, and thus no motivation to get education in order to attain a better job.

Go to an inner city school and you'll see a handful of students that don't give a frick about education. They literally walk around all day or leave after lunch. You can't expel the student because they're likely classified as 504 or 1508 (those students can only be suspended for 10 days a year)

I agree with you for the most part. Particularly for students that will never go beyond high school if they finish at all. There are also a lot of average students that go on to get college degrees. They just have to work harder at it. For the ones that have no interest it's a great idea.
