Letting a cop killer off sets a pretty dangerous precedent. More reason we need tanks on our streets to protect our protectors.

I don't see what change could be made to the ROE, just applying and appropriately punishing those who don't follow ROE. Unfortunately, any wording is going to ultimately be up to interpretation and short of body cameras a lot of these instances will have some doubt.
