call the cops, obviously, but if she won't press charges, you going to let that guy cost you sleep? The beating is none of your business, but the loud arse noise at 2 am is. Don't worry about your stature, they guy is a pussy and a coward. Put a stop to it.

If police see evidence of domestic violence (bodily injuries) they don't require the victim to press charges. The spouse is hauled off to jail and the state presses charges.
