It is simple guys. I wish that I did not have the understanding to know what they were going to use these for but I am a chess champion and see multiple moves ahead.
They were going to have a bunch of terrorists posing as cops. They would change into uniforms in vans, public restrooms , etc just moments before a few bombs were scheduled to go off. As the people scattered in the chaotic streets, the Muslims dressed as cops would usher the crowds into buildings en masse. The people would trust that the cops were leading them into a safe area protected by cops. The terrorists then proceed to massacre the crowds. Rocket launchers to blast the real cops vehicles from windows when they arrive. Mass carnage and the nations citizens now don't know who the hell they can trust in the future.

Sorry that is just not true. Turkey is a secular majority muslim country which is exactly what ISIS opposes. They are apostates according to ISIS and should be wiped off the map. There may be some elements within Turkey that support ISIS but the majority of Turkey and what they stand for is in direct opposition to ISIS.

I'm pretty sure if people saw a squad of exclusively Arabic cops immediately after an attack they would run the hell away.

I understand that but first and foremost Turks want to preserve their nation and their secular society. ISIS is a greater threat to that their minority Kurdish separatist movement which has been going on for a very long time.

Doesn't have to be a squad. Have one dude every 100 yards or so standing outside directing people inside a building. have 4 or 5 inside with tactical face shields corralling them down to a central location. Nobody is stopping to question the cops. Everybody is panicking. Somebody asks where they are going and the guy only has to master 1 native word "Go! Go! Go!" Do this frantically and with authority and hundreds are led to a slaughter pen.

That is an absolutely horrifying thought.

I can tell you who you don't wanna be if shite gets to that level, that would be a brown skin man of Arab decent. That sort of panic and not knowing who you can trust means you could potentially have a whole lot of people doing things they wouldn't normally do.
