Proposed LA state takeover of New Orleans Sewerage and Water Board

The special task force set up by the governor to review this agency has just released its' report.
It proposes a two year state takeover of the board, or an immediate complete re-staffing of the board, followed by one of three eventural options:
1) A board that is regulated by the PSC
2) A board that is regulated by the NOLA City Council
3) A municipal corporation
There's a number of other conculusions / reccoemdations in there:
1) It's so bad that it may be necessary for the governor or mayor to delcare a state of emergency to speed up needed improvements and get better access to cash
2) The oversight and regulatory issues, and lack of fudning, are so bad, that it's amazing the agency can get anything accomolished at all.
3) The state needs to step in and help them figure out basic contracting issues.
4) SWB should take over all catch basin and small pipe maintenance from the city, and strongly consider partnering with DOTD to bring in private contractors to do catch basin cleaning
5) Involve DOTD contractors with major canal cleaning and maintenance
6) Completely stop the current meter reading system for all non-smart meters. Move to all future bills being an average of the last 12 months of uncontensed bills, until a service location has a smart meter installed. Once a smart meter is installed, use that system for that service location going forward.
7) Bring in retired judges to try to clear up the backlog of hearings on disputed bills. There are currently six people handling 4,500 disputes.
8) Immediately remove a number of managers from civil service, and consider doing away completely with civil service for the agency.
9) Look again at "Pump to the River"
10) Consider a regional drainage entity, similar to SLFPA-East, or at least more coordination between parish drainage entities
11) A storm water fee, assesed on all accounts, including entities who are exempt from property taxes (such as churches and religious schools).

1. I swear some of you think there aren’t republicans in NOLA. We’re outnumbered but we exist.
2. All your attitude does is drive a divide between NOLA and the state. NOLA needs the state and the state needs NOLA. I don’t know why there has to be some rivalry.
ETA: People from NOLA who shite on the rest of Louisiana are a problem too.

The problem is these issue are 50 years plus in the making, and the people who truly screwed this all up are all dead.
There is no chance the city can fix this on their own. No chance. Especially since the state controls so much.
For example, if the board wants to float a bond, the state has to approve it.

if you step in and take over, you will be paying for it for the next generation. All of the problems will have been created or assumed by the State. Stay away.

This is how you do it. Chip away at all the power structures, slush funds, do-nothing jobs programs, etc.
Make the mayor a puppet with little actual power. Once the city is cleaned up and operating correctly, start to give power back little by little.
These people have not proven the ability to manage a snow cone stand, much less a city purported to be "world class."

Smart meters are not all that's cracked up to be.
We have one on our house. It currently isn't working and because of that, we have not received a bill from the energy company since Dec. We continue to pay but have not received a bill.

Louisiana, a state well-known for its government efficiency and well cared for government spending, is proposing taking over an even better Sewage and Water Board, well known for its efficient pump operation and water moving capabilities.

New Orleans is a shithole, but it has been and could be again a jewel of a city. With all the money this state wastes, saving New Orleans is a worthwhile endeavor.

I have a current NO SWB bill dispute of $1500. My plan is to delay it until I can throw myself on the mercy of our state overlords.
