Who do you call to report this to?

Baton Rouge DOT? Can I get reimbursement from the city?

They actually will reimburse you if the pothole has been reported to DPW before the date of your blowout.

I went through this. Invisible pot hole in the rain. Bent rim. Called the city.

"If the hole has been called in and not repaired within 24 hours of the call, we will discuss reimbursement. We show that hole being repaired today."

Basically it would just be going off your word and I'm sure no one lies about stuff like that

Seems like they'd want proof that the OPs tire blew out because of said pothole.

Apologies, I'm trying to figure out the game. If they get a report of a pot hole, they have 24 hours to fix it, otherwise they are responsible for damages (Just going off what others have said) I guess grab a reference number?

So have someone call in the pothole for you, then 24 hours or so later, you call in the same pot hole too saying that it busted your shite up. And see what they say.

I guess the OP could search for a pot hole to call in, and then check to see if it's fixed a couple days later.

Nope. I bent a rim once. They said since it was not reported before that they are not responsible.
