What industry will they have?

You can’t have a city for the sake of a city.

There has to be industry to create jobs to bring money in. They can’t just have a service industry economy taking care of each other. That doesn’t work.

This is a dumb idea.

He should try to build a suburb near an already existing city, or maybe buy a chunk of Detroit. It’s half vacant already.
