I'm actually assuming it means bars will have to close their doors, but still be open.
Most bars in nola, especially the french quarter and Frenchmen, keep their doors physically open, when they are open.
This will make it harder for in and out crime.

There isn't really any in and out bar crime. This seems like they are trying to remove potential victims of crime by getting people to go home instead of going after criminals.

FOX 8 just confirmed that the bars can stay open and people can come and go as they please after 3 am but the doors must close at 3 am.

Every bar won't suffer, I'm pretty confident in saying that this will only be enforced in the quarter. I don't see the NOPD staking out F&M's or Fat Harry's waiting to catch them with a door propped open

Exactly. This needs to be posted every two pages.
And again, they are hoping it will keep the shitnheads that just hang on the streets all night from staying and causing trouble.

They know a security check point is not feasible and Mitch and the ACLU will never allow the kind of policing policy needed, so this is their somewhat form of action

Ironically, the people who complained about smoking go outside to hang out with the smokers

People who get robbed or killed are usually walking to or from somewhere, not standing outside of a bar

Criminals hide in plain sight so if there is less foot traffic maybe it will easier to identify the bad boys? I dunno

Seems like a way to just prevent late night loitering and/or try to prevent people from walking around drunk at 4 am and getting robbed. But it probably won't make a bit of difference.
